Outer Suburban Rail Cars (OSCAR)

The Outer Suburban Cars are the latest addition to the RailCorp fleet. The new trains were designed to service the outer metropolitan areas (Wyong, Kiama and Springwood). The trains incorporate double-deck carriages with air conditioning, reversible high-backed seats, toilets, internal destination displays, CCTV and help points. The first Oscar train entered service on 21 December 2006 and a further two tranches have been ordered (295 carriages in total).
TSA Management was engaged to manage the train delivery contract and their intorduction into service as well as the associated maintenance facilities.. TSA led the integrated project team of RailCorp and TSA staff and performed the functions of Project Manager and Principal’s Representative.
The three stage project has been delivered over an eight-year period. Throughout this period TSA developed strong and constructive relationships with RailCorp management and staff, the technical consultants and the contractor.
The success of the project and the trains produced is evidenced by ongoing extensions to the contract for the procurement of additional trains. This success was predicated on the strength of client/supplier/contractor relationships, a collaborative and consultative approach to issue mitigation and stakeholder engagement.
