Waratah Fleet PPP

This project involved the delivery of rolling stock and associated support infrastructure for the introduction of a fleet of 600 new rail passenger cars onto the Sydney rail network. The main contract was for the design, build and maintenance of the new rolling stock for a period of 30 years.
TSA Management was engaged to assist with the transaction phase of the main PPP contract as well as to manage the planning and initiation of some of the ancillary works. During this period, TSA provided strategic and contract advice for the procurement of professional services and works packages.
TSA Management assisted with the procurement management associated with for the concept design, environmental assessment, planning approvals and transaction for the maintenance and driver training facility (valued at approximately $300m.) TSA Management also managed the initial planning and planning approvals for the adjacent stabling facility at Auburn.
The procurement services for these facilities included the appointment of the consultant teams, preparation of concept designs and contract documentation, the management of the ROI and tender processes, participation in the negotiation phase and award of the main PPP and associated contracts and deeds.
